European-Iranian talks in Tehran to save the Vienna negotiations

The official "IRNA" news agency reported that Mora and Bagheri met at the headquarters of the Foreign Ministry in central Tehran without providing additional details.
More than a year ago, Iran and the powers affiliated with the 2015 agreement (France, Britain, Germany, Russia and China) began talks in Vienna in which the United States withdrew from the deal in 2018.
The negotiations aim to return Washington to the agreement and lift the sanctions it imposed on Tehran after its withdrawal in exchange for the latter's compliance again with its retracted commitments.
The talks were officially suspended in March. It was confirmed that an understanding had emerged. Still, points of disagreement remained between Washington and Tehran, most notably the latter's request to remove the name of the Revolutionary Guards from the US list of foreign terrorist organizations.
The Iranian Foreign Ministry confirmed that Mora would visit Tehran this week, for the second time since the talks in Vienna stopped. The diplomat's last visit dates back to March 27.
Foreign Ministry spokesman Saeed Khatibzadeh explained that "Mr. Mora's visit makes the negotiations move in the right direction," but that "does not mean that he carries a new message after the negotiations stopped, because messages are constantly exchanged between Iran and the United States, through the European Union".
He stressed that "the (outstanding) issues between Iran and the United States should not be limited to one issue, such as the issue of the Revolutionary Guards."
Tehran stresses the need for Washington to take "political" decisions that allow achieving an understanding to revive the 2015 agreement that allowed for the lifting of economic sanctions on Tehran in exchange for restricting its nuclear activities and ensuring its peace.
