The decision of the Council of Ministers of the Kurdistan Region of Iraq (KRG) states that employers must not employ foreigners in private sector projects and joint projects between the public and private sectors without obtaining the approval of the Ministry of Labor and Social Affairs; otherwise, they would face legal consequences. 

Emphasizing that employers in market and private sector projects and joint projects between the public and private sectors must prioritize the Kurdistan Region's citizens to fill job opportunities in the Kurdistan Region so that they are committed to providing at least 75% of their jobs to domestic workers. Foreign labor shall not exceed 25% of the workforce in the Kurdistan region.

The council of ministers added that the Ministry of Labor and Social Affairs should issue the necessary instructions to facilitate the implementation of the decision in coordination with relevant authorities.
The Kurdistan region is home to a large number of foreign workers. There are over 250,000 Bangladeshi workers in Iraq.
